Information Systems Officer

Organizational Context

The Office of Information and Communications Technology (OICT) leads the UN Secretariat's digital transformation, aiming for secure, reliable, and innovative technology solutions. This role is within the Enterprise Solutions Service, Enterprise Application Center—Asia, hosted by UNESCAP in Bangkok, Thailand, reporting to a Senior Information Systems Officer.

Job Purpose

The Information Systems Officer will manage projects involving system analysis, design, development, and implementation of moderately complex systems. This includes developing detailed specifications, providing user advice, translating business needs into technical solutions, and facilitating requirement discovery meetings. The role involves organizing and performing testing, developing training materials, and evaluating new technologies. Additionally, the incumbent will contribute to writing reports, provide guidance to junior staff, and facilitate client communications to ensure good client relations and coordinate Service Level Agreements.

Responsibilities

Manage projects from feasibility studies through to implementation of moderately complex systems, or contribute as a key team member on larger projects. Develop detailed system and functional specifications, along with user documentation. Provide expert advice to users, analyze requirements, and translate business needs into technical solutions. Facilitate project requirement discovery meetings, demonstrating strong knowledge of business needs and technology standards. Organize and execute unit and integrated testing, and support user acceptance testing. Create training materials and user manuals, and train staff on assigned systems. Research, analyze, and evaluate new technologies for potential deployment. Contribute to reports on systems, requirements, and IT strategy. Provide guidance and supervision to junior staff and consultants. Develop creative problem-solving approaches and effective recommendations for functional design and applications. Facilitate communication between OICT/ESS and clients, coordinating Service Level Agreements.

Work Experience

A minimum of five years of progressive experience in IT system planning, design, development, implementation, and maintenance is required. Four years of hands-on experience with Java/Spring Boot, C#/.Net Core, and React for REST API services and web front-ends is necessary. Experience in architecture and building software for international development topics, CI/CD, containers, Azure deployment, and software for extreme conditions (low-bandwidth, high latency) is also required. Experience with mobile development (iOS, Android, React Native), ICT security, and Internet protocols is needed. Desirable experience includes Natural Language Processing, Large Language Models, and edge ML model deployment.
