Organizational Context
The Information Systems Officer position is within the Information Management and Technology Section of the Office of the High Commissioner for Human Rights (OHCHR) in Panama. The role supports the OHCHR Regional Office and client offices, operating within a global IT service model. The incumbent reports to the Head of Global IT Services Unit, IMTS, and works in close coordination with the Regional Office leadership.
Job Purpose
The Information Systems Officer is responsible for managing and supporting IT systems, services, and infrastructure for the OHCHR Regional Office in Panama and its client offices. This includes overseeing projects for new system implementations, upgrades, and digital platform roll-outs. The role involves developing system specifications, providing specialized user advice, and troubleshooting complex IT issues. A key aspect is ensuring the maintenance and enhancement of existing systems, applications, and cloud-based services, while also contributing to IT security, disaster recovery, and operational resilience. The position also involves training staff, researching new technologies, and facilitating communication between IT service providers and clients to ensure effective service delivery and client satisfaction.
Responsibilities
Manage IT projects, including feasibility studies, requirements analysis, implementation, and support for systems, services, and infrastructure upgrades. Develop detailed system specifications, process documentation, and standard operating procedures. Provide expert advice to users and business owners, translating requirements into IT services and resolving integration issues. Maintain, upgrade, and enhance existing systems, digital platforms, and service catalogues, offering ongoing user support and troubleshooting. Administer, configure, and maintain applications, workflows, and system components, ensuring data security and compliance. Conduct and support system testing, including unit, integration, and user acceptance testing. Develop training materials and conduct training sessions on systems, cybersecurity, and digital tools. Contribute to disaster recovery and business continuity planning. Research and evaluate new technologies and make recommendations for deployment. Prepare reports on systems, service performance, and asset status. Facilitate communication between IT providers and clients, coordinating Service Level Agreements (SLAs). Manage IT operations for the regional office and supported country presences, including remote support and incident escalation. Maintain and improve local ICT infrastructure and cloud services, such as Microsoft 365, Intune, and SharePoint Online. Support field deployments and staff onboarding by ensuring appropriate ICT resources and access.
Work Experience
A minimum of five years of progressive experience in IT planning, operations, systems administration, network support, user support, or service management is required. Experience providing ICT support to geographically dispersed offices or field presences is also required. Desirable experience includes Microsoft 365, cloud administration, cybersecurity, ICT asset management, and prior work within the UN system or international organizations.
