Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. Its Regional Offices implement global programmes through regional cooperation. This role is within UNEP's Regional Office for Europe (ROE), specifically at the Carpathian Convention Secretariat in Vienna, supporting UNEP's programme portfolio in the Carpathian region and Western Balkans.
Job Purpose
The Programme Management Officer will support the implementation of UNEP’s programme portfolio in the Carpathian region and Western Balkans, including a major GEF-funded project in Ukraine. This involves participating in programme/project development, implementation, and evaluation; monitoring progress; identifying issues and proposing solutions; conducting research and analysis; and preparing various reports and documentation. The role also includes supporting policy development, undertaking survey initiatives, and providing substantive support for meetings and outreach activities. The incumbent will coordinate budget and funding activities, and utilize data visualization methods for planning and decision-making.
Responsibilities
Key duties include participating in the development, implementation, and evaluation of assigned programmes and projects, monitoring progress, and identifying corrective actions. The role involves conducting research and analysis from diverse sources, assisting in policy development, and designing/analyzing survey data. Responsibilities extend to preparing written outputs such as background papers and reports, providing substantive support for meetings and conferences, and conducting outreach activities like training workshops. The officer will also participate in or lead field missions, coordinate budget and funding activities, and analyze data for planning and reporting using visualization tools. Performing other duties as required is also part of the role.
Work Experience
A minimum of five years of professional experience in environmental issues, conservation, and sustainable development is required, with at least three years at the international level. Experience in project design and development, and in developing work programs for environmental protection, is essential. Experience with the UN system, assisting countries with EU approximation and the Green Agenda for the Western Balkans, or working in the Western Balkan subregion is desirable. Data analytics experience is also a plus.

Professionalism, communication, and teamwork are core competencies. Specific skills include knowledge of environmental conservation and project development, analytical and evaluative skills for research and problem-solving, data collection and analysis capabilities, and the ability to manage priorities and interpret data for decision-making. Effective communication, both written and verbal, and collaborative work with colleagues are also essential.
