Job Purpose
The Public Policy Evaluation Consultant will conduct a comprehensive evaluation of the "Primeiro Emprego Internship Programme" in Alagoas, Brazil. This programme aims to promote the productive inclusion of young people, reduce unemployment, and facilitate their transition into the labor market. The consultant's work will involve assessing the programme's relevance, effectiveness, efficiency, sustainability, and coherence, providing findings, conclusions, lessons learned, and actionable recommendations to improve public policies related to labor, employment, and income. This role is crucial for enhancing the programme's impact and ensuring its alignment with sustainable urban development goals.
Responsibilities
The consultant will develop an Inception Report detailing the evaluation methodology, theory of change, timeline, and criteria based on OECD-DAC guidelines. Responsibilities include mapping the internship programme's implementation, collecting data through questionnaires, semi-structured interviews, and focus groups with diverse stakeholders. The consultant will conduct the evaluation, ensuring an intersectoral approach, and participate in technical meetings with UN-Habitat and government officials. Key duties involve systematizing findings into a final report, ensuring data anonymity, and sharing lessons learned. The role requires close collaboration with UN-Habitat operational and technical teams, contributing to the effective implementation and improvement of public policies.
Work Experience
A minimum of eight years of professional experience in evaluation within Brazil is required. Experience in project management within the public sector is also necessary. Knowledge of international, national, and subnational good practices in Youth and Adult Education is desirable. Previous experience within the UN system is considered an asset.
Skills
Strong capacity for full evaluation process management. Ability to collect and analyze data using mixed-methods approaches. Excellent written and spoken Portuguese. Proficiency in Microsoft Windows and Office. Familiarity with UNEG Norms and Standards. Experience with semi-structured interviews and focus groups is desirable. Knowledge of gender-responsive evaluation and human rights-based frameworks is desirable.
