The role of the International Consultant is central to the project's technical delivery, coordinating efforts across IGAD Member States.
Job Purpose
The purpose of this role is to lead the technical delivery of a project focused on accelerating the IGAD AfCFTA Regional Implementation Strategy. This involves strengthening private sector engagement in AfCFTA trade and improving trade facilitation capabilities across the IGAD region. The consultant will coordinate activities to ensure the identification and mentorship of "AfCFTA Champion" enterprises, enabling them to trade under the AfCFTA framework. Concurrently, the role will focus on enhancing the capacity of customs officials at borders and airports to effectively implement AfCFTA provisions. This dual approach aims to translate legal commitments into tangible trade outcomes, overcome structural and operational barriers, and foster deeper regional integration within the IGAD area.
Responsibilities
The International Consultant will lead the technical implementation of the project, coordinating activities across IGAD Member States. Key responsibilities include developing technical tools and methodologies for identifying AfCFTA Enterprise Champions and assessing trade facilitation capacity gaps. The consultant will design and deliver training modules for customs officials on AfCFTA rules and procedures. This involves conducting enterprise mapping to identify high-potential exporters and assessing constraints faced by businesses. The role also requires supporting the organisation of regional workshops for knowledge sharing and stakeholder engagement with government agencies, customs administrations, and the private sector. The consultant will produce reports documenting lessons learned and contribute to policy dialogue to ensure project success and effective AfCFTA implementation.
Work Experience
A minimum of seven years of progressive experience in trade policy, AfCFTA implementation, regional integration, or private sector development is required. Demonstrated experience in enterprise development, value chain analysis, or private sector capacity building in developing countries is essential, with a strong preference for experience in Africa or the IGAD region. Experience in designing and delivering training programs for government officials or the private sector is highly desirable.
Skills
Strong knowledge of AfCFTA architecture (rules of origin, trade provisions, NTB elimination). Solid understanding of private sector dynamics in the IGAD region. Familiarity with customs modernization and border management systems. Experience working with government institutions. Ability to deliver high-quality outputs under tight deadlines. Excellent written and oral communication skills. Strong analytical, organizational, and problem-solving skills. Ability to work independently and proactively.
