Organizational Context
This position is within the Automated System for Customs Data (ASYCUDA) Programme, part of the Division on Technology and Logistics (DTL) at the United Nations Conference on Trade and Development (UNCTAD). Located in Port-of-Spain, Trinidad and Tobago, the role reports to the ASYCUDA Regional Coordinator for the Americas Region, contributing to the program's technical support and development efforts.
Job Purpose
The Information Systems Officer provides crucial technical assistance and support to National Customs Services (NCS) and National Project Teams (NPT) within the ASYCUDA Programme. This role is responsible for managing projects from feasibility studies through to implementation of moderately complex systems, and contributing to the development of new applications. The officer will analyze user requirements, translate them into technical specifications, and ensure seamless integration of ASYCUDA systems. A key aspect involves maintaining, upgrading, and enhancing existing systems, providing ongoing user support, troubleshooting issues, and monitoring system performance to ensure effectiveness. The position also involves developing and maintaining proprietary ASYCUDA programs, such as Single Windows, ensuring robust data security and access controls, and contributing to the overall efficiency and modernization of customs data management.
Responsibilities
The Information Systems Officer manages projects encompassing feasibility studies, systems analysis, design, development, and implementation of moderately complex systems, or contributes as a key team member on larger projects. Responsibilities include developing detailed system specifications and user documentation for ASYCUDA systems. The role involves providing expert advice to NCS and NPT, analyzing user needs, and translating them into new applications, while addressing system integration and linkage challenges. The officer will maintain, upgrade, and enhance existing ASYCUDA user systems, offering continuous user support, troubleshooting, and performance monitoring. Additionally, the role includes developing and maintaining ASYCUDA proprietary programs, ensuring data security, conducting system testing, and creating training materials and user manuals. The officer will also develop disaster recovery plans, contribute to reports on systems-related topics, and provide guidance and supervision to junior staff and consultants.
Work Experience
A minimum of five years of progressive experience in planning, design, development, implementation, and maintenance of computer information systems is required. Relevant experience in customs digitalization, system deployment, development, and support is essential. Desirable experience includes prototyping and implementing complex customs IT systems, organizing and delivering training, working in international environments, and technical ICT programming (Java, Linux, Oracle).
