Job Purpose
This consultancy focuses on evaluating the 'Vem que Dá Tempo' Programme, a state-level Youth and Adult Education initiative in Alagoas, Brazil. The consultant will assess the programme's effectiveness, efficiency, relevance, sustainability, and coherence using OECD-DAC criteria. The goal is to provide findings, conclusions, lessons learned, and actionable recommendations to improve public policies, good management practices, transparency, and accountability in education, contributing to UN-Habitat's mandate of fostering sustainable urban development and inclusive opportunities.
Responsibilities
The consultant will develop an Inception Report detailing the evaluation methodology, Theory of Change, timeline, and criteria. Responsibilities include mapping the 'Vem que Dá Tempo' Programme's implementation, collecting and analyzing data through online questionnaires and semi-structured interviews with stakeholders (secretariats, teachers, beneficiaries). The consultant will conduct focus groups, apply OECD-DAC evaluation criteria, and integrate gender-responsive and human rights-based approaches. Key duties involve participating in technical meetings, presenting progress, disseminating lessons learned, and ensuring all documentation is organized and anonymized. The final output is a comprehensive evaluation report with findings, conclusions, lessons learned, and recommendations.
Work Experience
A minimum of eight years of professional experience in evaluation within Brazil is required. Experience in project management within the public sector is also necessary. Familiarity with international, national, and subnational good practices in Youth and Adult Education is desirable, as is previous experience within the UN system.
Skills
Strong capacity for the full evaluation process; ability to collect and analyze data using mixed methods; excellent written and spoken Portuguese; proficiency in Microsoft Windows and Office; familiarity with UNEG Norms and Standards for Evaluation; ability to conduct semi-structured interviews and focus groups; knowledge of gender-responsive evaluation and human rights-based frameworks.
