HUMAN RIGHTS OFFICER
Organizational Context
This position is within the Office of the High Commissioner for Human Rights (OHCHR) Country Office in Sudan, based in Kosti. The Human Rights Officer will lead the Kordofan team, reporting to the Head of the OHCHR Country Office or their Deputy. The role focuses on monitoring human rights and international humanitarian law implementation.
Job Purpose
The Human Rights Officer is responsible for monitoring the implementation of human rights and international humanitarian law, and following up on recommendations from human rights mechanisms. This involves collecting, documenting, and analyzing evidence-based information on various rights to support early warning, accountability, and informed decision-making, with a focus on gender and inclusivity. The role includes conducting field verification and fact-finding missions, drafting comprehensive reports, and providing substantive advisory support to civil society and UN partners on integrating human rights into protection, rule of law, transitional justice, and accountability efforts. The officer will also contribute to developing strategies for civilian protection and conflict-related sexual violence, and manage daily team activities, ensuring timely delivery of outputs.
Responsibilities
Conduct monitoring of human rights and international humanitarian law implementation, and follow up on recommendations. Collect, document, and analyze human rights data for early warning, accountability, and decision-making, ensuring data is discoverable, interoperable, and shared appropriately, with attention to gender and inclusivity. Undertake human rights monitoring and field verification missions, including assessments and early-warning exercises, adhering to UN methodology and protection standards, and draft comprehensive reports. Conduct fact-finding missions to document violations of international human rights and humanitarian law, ensuring victim/witness protection and cross-component collaboration. Draft, review, and disseminate human rights reports, briefings, and analytical papers to inform strategies and decision-making, integrating gender perspectives. Provide advisory support to civil society and UN leadership/partners on integrating human rights into protection, rule of law, transitional justice, and accountability. Contribute to strategies for civilian protection, conflict-related sexual violence, and child protection. Engage in partnership-building activities. Supervise daily team activities, including work assignments, technical guidance, progress monitoring, and ensuring timely output delivery.
Work Experience
A minimum of 5 years of progressively responsible experience in human rights or related fields is required. Experience in political affairs, public affairs, international relations, law, social sciences, economics, development, or humanitarian affairs is relevant. Knowledge of international human rights and humanitarian law, and human rights monitoring, documentation, analysis, research, and reporting methodologies is essential. Experience in planning, organizing, and coordinating in a multi-stakeholder environment is desirable.
