Public Policy Evaluation Consultant (Early Childhood)
Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and policies for adequate housing. Based in Rio de Janeiro, its Regional Office for Latin America and the Caribbean (ROLAC) focuses on activities within Brazil, partnering with governments to enhance urban policies. This role supports the "Visão Alagoas 2030" project, strengthening public policy monitoring and evaluation.
Job Purpose
This consultancy aims to evaluate early childhood actions implemented by the Government of Alagoas, Brazil, under the "Visão Alagoas 2030" project. The consultant will assess the effectiveness, efficiency, relevance, sustainability, and coherence of these actions, focusing on education, social assistance, and health sectors. The evaluation will analyze intersectoral coordination at state and municipal levels, providing findings, conclusions, lessons learned, and actionable recommendations to improve public policies and intergovernmental relations concerning early childhood development. The role requires independent professional judgment and collaboration with UN-Habitat and state government stakeholders.
Responsibilities
The Public Policy Evaluation Consultant will develop an Inception Report detailing methodology, theory of change, and evaluation criteria. Responsibilities include mapping early childhood actions, collecting data, and applying questionnaires to state and municipal secretariats. The consultant will conduct semi-structured interviews with stakeholders and focus groups with professionals and beneficiaries. A comprehensive evaluation of early childhood actions will be performed based on OECD-DAC criteria. The role involves participating in technical meetings, presenting progress and results, and ensuring knowledge sharing. All documentation must be systematized and consolidated into a final report, maintaining interviewee anonymity and ensuring materials are fit-for-purpose for UN-Habitat.
Work Experience
A minimum of eight years of professional experience in evaluation within Brazil is required. Experience in project management within the public sector is also necessary. Familiarity with international, national, and subnational good practices in Youth and Adult Education, as well as previous experience within the UN system, are desirable.
Skills
Strong capacity for the full evaluation process. Ability to collect and analyze data using mixed methods. Excellent written and spoken Portuguese. Proficiency in Microsoft Windows and Office. Familiarity with UNEG Norms and Standards for Evaluation. Experience conducting semi-structured interviews and focus groups is desirable. Knowledge of gender-responsive evaluation and human rights-based frameworks is desirable.
