Organizational Context
The Human Resources Policy Section, within the Office of Human Resources (OHR), serves as the central strategic authority for human resources management. It develops strategies, policies, and frameworks to attract, develop, and retain a diverse global workforce, fostering engagement and results. This role contributes to end-to-end talent management, from planning to duty of care, for all Secretariat staff.
Job Purpose
This role provides guidance on the interpretation and application of human resources policies, regulations, and rules. It involves conducting policy research, analysis, and preparing recommendations and reports. The position contributes to the formulation of innovative HR policies, supports the Secretary-General's management reform agenda (including gender parity and a family-friendly workplace), and provides policy support to key stakeholders and inter-governmental bodies. The officer will review cases for strategic policy analysis and advise senior management, while also identifying opportunities to streamline and improve HR procedures.
Responsibilities
Provide expert guidance on the interpretation and application of human resources policies, regulations, and rules. Conduct comprehensive policy research and analysis, preparing briefings, recommendations, and reports. Participate in task forces and working groups to identify issues and propose new policies, guidelines, and procedures. Stay current with HR developments. Support the formulation of innovative HR policies, including salaries, allowances, and conditions of service. Contribute to implementing management reform initiatives like gender parity and flexible working environments. Offer policy support for queries from HR management and other stakeholders. Assist with inter-governmental body work by developing proposals and providing information. Review individual cases for strategic policy analysis and advice. Recommend improvements to streamline, simplify, or amend existing HR procedures.
Work Experience
A minimum of five years of progressive experience in human resources management, policy development, or administration of entitlements is required. Experience in developing HR policy for international organizations, interpreting staff rules, and researching HR issues within international contexts is also required. Experience in developing HR procedures or administrative law in international organizations is desirable.
