Consultant for the Development of the HCFC Phase-Out Management Plan (HPMP) Stage III for Iraq and Kuwait
Organizational Context
The United Nations Environment Programme (UNEP), through its OzonAction Compliance Assistance Programme (CAP) in West Asia, supports Member States in meeting Montreal Protocol obligations. This role supports UNEP in implementing projects approved by the Multilateral Fund to prepare HCFC Phase Out Management Plans (HPMP) Stage III for Kuwait and Iraq, aiming to facilitate the phase-out of ozone-depleting substances.
Job Purpose
This consultancy aims to support the Governments of Kuwait and Iraq in developing their respective HCFC Phase Out Management Plan (HPMP) Stage III documents. The consultant will provide expertise in refrigerant management, Montreal Protocol implementation, and sustainable cooling solutions. The purpose is to assist both countries in achieving their HCFC phase-out obligations by developing overarching strategies, detailed project documents, policy recommendations, and implementation roadmaps, ensuring compliance with Montreal Protocol targets and Multilateral Fund requirements, particularly concerning alternatives for high-ambient-temperature conditions.
Responsibilities
Develop overarching HCFC phase-out strategies for Kuwait and Iraq, aligned with Montreal Protocol obligations and national circumstances. Provide policy recommendations to strengthen regulatory enforcement and promote ozone-friendly, low-GWP alternative technologies. Facilitate stakeholder consultations and provide technical/policy inputs. Offer guidance on data collection and verification methodologies. Propose technical interventions for transitioning to sustainable cooling solutions, especially in the RAC servicing sector. Create implementation roadmaps, action plans, cost estimates, and funding needs. Prepare complete draft and final HPMP Stage III project documents for both countries, ensuring compliance with Multilateral Fund Secretariat requirements for submission to the Executive Committee.
Work Experience
A minimum of 7 years of experience in Ozone Depleting Substances (ODS) phase-out and related project development is required. Experience in preparing HPMP projects for the Montreal Protocol's Multilateral Fund is essential. Extensive experience in ODS phase-out strategies, regulatory frameworks, and technical interventions for sustainable cooling solutions is also required.
Skills
Expertise in refrigerant management and Montreal Protocol implementation. Strong knowledge of Multilateral Fund (MLF) working procedures and policies. Experience in preparing HPMP project documents. Extensive experience in ODS phase-out strategies, regulatory frameworks, and technical interventions for sustainable cooling. Excellent analytical, report writing, and data analysis skills (including Excel). Experience with UN agencies is an asset; regional experience in West Asia is desirable.
