International Consultant / Evaluation Team Leader - Final Evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 / Libya
Organizational Context
The United Nations in Libya is conducting a final evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027. This framework is the primary strategic instrument guiding the UN system's collective contribution to national development priorities and SDGs. The evaluation will assess the UN's contribution, identify lessons learned, and inform the next Cooperation Framework cycle.
Job Purpose
The purpose of this role is to lead an independent, high-quality final evaluation of the UNSDCF 2023-2027 in Libya. The evaluation will assess the UN system's collective contribution to national development priorities, identify lessons learned, and generate strategic, actionable recommendations. These recommendations will inform UN strategic positioning, the design of the next Cooperation Framework cycle, future programming, and accountability to national stakeholders. The role involves designing and implementing the evaluation in accordance with UNEG norms and standards, ensuring methodological rigor, credibility, and ethical compliance throughout the process. The consultant will lead the evaluation team, conduct comprehensive reviews, data analysis, and stakeholder consultations to produce a high-quality evaluation report.
Responsibilities
Lead the design and implementation of the UNSDCF final evaluation, adhering to UNEG norms and standards, ethical guidelines, and specific UNSDCF evaluation guidelines. Conduct a comprehensive desk review of all relevant documentation, including the UNSDCF, CCAs, UN Country Results Reports, and national strategies. Develop and submit an Inception Report detailing the evaluation methodology, matrix, sampling strategy, and workplan. Assess and refine the Cooperation Framework’s theory of change. Collect and analyze qualitative and quantitative data through various methods, ensuring inclusive stakeholder engagement. Evaluate the UNSDCF against agreed criteria, integrating principles of gender equality, human rights, and sustainability. Analyze the UN system's collective contribution to national priorities and development outcomes. Identify factors influencing the UNSDCF's implementation and results. Present preliminary findings and conclusions to stakeholders for validation. Draft and finalize a comprehensive, high-quality evaluation report with actionable recommendations.
Work Experience
A minimum of 10 years of progressive professional experience in evaluating complex development, humanitarian, peacebuilding, governance, or nexus programmes is required. Demonstrated experience leading strategic, system-wide, or multi-stakeholder evaluations is essential. Prior experience evaluating UNSDCFs or comparable UN system frameworks is highly desirable. At least 5 years of experience must include applying results-based management principles, quantitative/qualitative data analysis, and participatory evaluation methodologies.

Familiarity with the Libya/MENA context is an asset. Fluency in English is required; Arabic is desirable.
