Organizational Context
This position is based within the United Nations Support Mission in Libya (UNSMIL) in Tripoli. The role reports to a Human Rights Officer, with oversight from the Director of the Human Rights, Transitional Justice, and Rule of Law Service (UNSMIL) and the Chief of the Middle East and North Africa Section of OHCHR.
Job Purpose
The Associate Human Rights Officer will research, collect, and analyze information on human rights issues, trends, and violations in Libya, including their gender dimensions. The role involves drafting reports, participating in consultations, and maintaining awareness of political and legal developments. A key function is to support national capacity building through training programs for law enforcement and civil society. The position also contributes to integrating human rights considerations into broader political, humanitarian, and economic efforts, and advocates with authorities and stakeholders to prevent and address violations. This includes liaising with various partners to gather baseline data and promote community mobilization for rights exercises.
Responsibilities
The Associate Human Rights Officer is responsible for researching and collecting data on human rights issues, trends, and violations, including gender dimensions, and analyzing this information to assess its impact. Duties include drafting reports, briefing notes, and analytical documents. The role involves participating in hearings and consultations, summarizing findings, and staying informed about relevant political and legal developments. Ensuring compliance with work standards and information protection is crucial. The officer will contribute to national capacity building by participating in training programs for law enforcement and civil society. Responsibilities also include reviewing human rights issues, discussing their integration into various efforts, promoting community mobilization, and advocating with authorities and stakeholders to prevent and address violations. Liaising with government, NGOs, UN agencies, and other partners to collect baseline data and designing/maintaining databases for project tracking are also key tasks. Data analysis and visualization for planning and reporting are expected.
Work Experience
A minimum of two years of progressive experience in human rights, political affairs, international relations, or law is required. One year of experience in human rights or International Humanitarian Law data analytics is desirable. Experience conducting interviews with victims/witnesses of human rights violations and experience within the UN system or similar international organizations are also desirable.
