Organizational Context
The Office of the High Commissioner for Human Rights (OHCHR) West Africa Regional Office (WARO) in Dakar, Senegal, seeks a Human Rights Officer. This role reports to the Regional Representative and is integral to monitoring human rights compliance, providing legal advice, and advancing equality and accountability across the region.
Job Purpose
The Human Rights Officer will lead and coordinate the monitoring of human rights and international humanitarian law implementation, ensuring follow-up on recommendations from human rights mechanisms. This involves managing the collection and analysis of evidence-based information to support early warning, accountability, and informed decision-making. The role requires providing substantive advice and technical support to national and regional counterparts to strengthen their human rights systems. Additionally, the officer will conduct research, provide policy advice on human rights in economic policy and sustainable development, engage youth networks, and combat discrimination. Fundraising, resource mobilization, training delivery, and team guidance are also key functions to advance the Office's goals and promote a positive team culture.
Responsibilities
Key responsibilities include leading the monitoring of human rights and international humanitarian law, ensuring follow-up on recommendations from human rights mechanisms. The role involves coordinating the collection, documentation, and quality control of evidence-based human rights information to support early warning and accountability. Analysis and preparation of papers to inform human rights strategies and response policies are crucial. Providing substantive advice and technical support to national and regional counterparts to strengthen their human rights systems is a core duty. The officer will also lead research and policy advice on human rights in economic policy and sustainable development, engage youth networks, and combat discrimination. Managing fundraising and resource mobilization, coordinating training programs, and providing guidance to team members are also essential functions.
Work Experience
A minimum of 7 years of progressive experience in human rights or related fields is required. Experience in political affairs, public affairs, international relations, law, social sciences, economics, development, or humanitarian affairs is relevant. Demonstrated ability to mobilize support from diverse partners, knowledge of child protection frameworks, regional/international human rights mechanisms, and integrating a human rights-based approach are essential. Project management skills are desirable.
