ASSOCIATE ADMINISTRATIVE OFFICER
Organizational Context
This position is based in the Regional Hub for Central and West Africa (RHCWA) of the Office of the High Commissioner for Human Rights (OHCHR) in Yaoundé, Cameroon. The Associate Administrative Officer reports to the Deputy Regional Director and supports key administrative functions within the hub.
Job Purpose
The Associate Administrative Officer is responsible for managing and executing a range of administrative functions critical to the efficient operation of the OHCHR Regional Hub for Central and West Africa. This includes overseeing human resource activities such as recruitment and performance management, ensuring compliance with UN rules. The role also involves supporting budget and finance operations, monitoring expenditures, and contributing to resource allocation. Additionally, the officer will manage general administrative tasks, including procurement, logistics, and supervising support staff, ensuring smooth day-to-day operations and contributing to the overall mandate of the office.
Responsibilities
Manage human resource activities, including recruitment, placement, promotions, performance appraisals, and staff separations, ensuring adherence to UN regulations. Provide guidance on conditions of service and entitlements. Support consultant recruitment and tracking. Assist in work program and budget development, analyzing inputs and allocating resources. Monitor budgets for field presences, trust funds, and grants, reallocating as needed. Oversee financial database implementation and contribute to budgetary guidelines. Supervise support staff and perform general administrative duties, such as managing travel programs, vendor payments, and office space planning. Handle procurement tasks, including contract management and equipment maintenance. Coordinate logistics for office activities and participate in UN coordination platforms.
Work Experience
A minimum of two years of progressive experience in administration, finance, accounting, or human resources management is required. Experience with Enterprise Resource Planning (ERP) systems like Umoja or SAP is also required. Experience within the UN common system or a similar international organization is desirable.
