Organizational Context
This Programme Management Officer position is within the UN Secretariat's Office of the High Commissioner for Human Rights (OHCHR) Regional Office for Southern Africa, located in Pretoria. The role reports to the Regional Representative and focuses on the implementation, monitoring, and evaluation of programmes and operations within an assigned functional area.
Job Purpose
The Programme Management Officer is responsible for the development, implementation, and evaluation of assigned programmes and projects. This includes monitoring and analyzing programme development, identifying issues, and proposing corrective actions. The role involves liaising with relevant parties, supporting resource mobilization, and preparing various written outputs such as background papers and reports. Additionally, the officer will provide substantive support for meetings, conduct outreach activities, lead field missions, and coordinate budget and funding activities. A key aspect involves collecting and analyzing data to provide insights for planning and decision-making, ensuring all data analysis is properly documented.
Responsibilities
Key responsibilities include participating in the development, implementation, and evaluation of programmes and projects, monitoring their progress, and identifying/resolving issues. The role requires liaising with stakeholders, supporting resource mobilization, and preparing project proposals. The officer will research, analyze, and present information from diverse sources, assist in policy development, and conduct survey initiatives with data analysis and interpretation. Responsibilities also encompass preparing written outputs like reports and studies, providing support for meetings and conferences, and undertaking outreach activities such as training workshops. Leading field missions and coordinating budget and funding activities are also crucial, alongside collecting and analyzing data for informed decision-making and reporting.
Work Experience
A minimum of five years of progressive experience in project or programme management, administration, or a related area is required. Experience with results-based management and programming tools is essential. Two or more years of experience in data analytics is desirable, as is experience in human rights or social justice organizations.
