ADMINISTRATIVE OFFICER
Organizational Context
This position is within the Office of the United Nations High Commissioner for Human Rights (OHCHR) Regional Hub for East and Southern Africa, located in Pretoria, South Africa. The Administrative Officer reports to the Regional Representative, with substantive oversight from the Programme Support and Management Services in Geneva.
Job Purpose
The Administrative Officer is responsible for overseeing and coordinating administrative functions within the OHCHR Regional Hub. This includes managing human resources activities such as recruitment, onboarding, performance appraisals, and staff well-being, ensuring adherence to UN rules and procedures. The role also involves leading the implementation of the work programme, managing financial resources effectively, and ensuring compliance with budget allotments and financial controls. Additionally, the officer oversees procurement, travel, vendor contracts, office space, and technology needs, providing guidance and leadership to junior staff and contributing to the efficient operation of the hub.
Responsibilities
Key responsibilities include Human Resource Management, coordinating recruitment, onboarding, performance appraisals, and staff well-being, ensuring consistent application of UN rules. In Budget and Finance, the role involves leading work programme implementation, ensuring effective utilization of financial resources per the Programme Budget, improving budget reporting systems, and maintaining accounting and financial management controls. The officer will supervise financial administration and provide guidance to colleagues and junior staff. General Administration encompasses overseeing procurement, billing, travel programs, vendor contract management, and payment processing. The role also involves reviewing office space adequacy and overseeing the identification and maintenance of office technology, software, systems, and connectivity.
Work Experience
A minimum of five years of progressive experience in administration, finance, accounting, or human resources management is required. Experience in providing administrative and HR support, managing budgets, and implementing UN administrative/financial policies is necessary. Experience with Umoja or similar ERP systems and data analytics is desirable.
