Job Purpose
This consultancy focuses on evaluating the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 in Togo. The purpose is to assess the UNSDCF's contribution to sustainable development results, human rights, and gender equality, while analyzing the UN's adaptive programming capacity. The evaluation aims to draw lessons for future cooperation frameworks, promoting transparency, results-based management, and adaptive learning to support the 2030 Agenda. The role specifically examines socio-economic development and gender equality aspects within the UNSDCF's strategic priorities, ensuring a gender-sensitive and rights-based approach.
Responsibilities
The National Consultant will cover socio-economic development and human rights aspects of the evaluation, with a strong focus on gender equality, particularly in social sectors like health, education, and social protection. Key duties include assessing the relevance and effectiveness of UN interventions in areas such as health systems, emergency management, inclusive education, and social protection. The consultant will analyze gender equality outcomes and ensure a gender-sensitive methodology is applied throughout the evaluation process. This involves contributing to the initial report, preliminary findings presentation, and the final evaluation report, adhering to specified page limits and deadlines.
Work Experience
A minimum of five years of professional experience in designing, implementing, or evaluating programs within social development sectors (e.g., health, education, social protection) is required. Significant experience in results-based management, data collection and analysis, and applying gender-sensitive and human rights-based evaluation approaches is also necessary. Familiarity with the Togolese social sector challenges and the UN system is expected.
