Organizational Context
The UN Secretariat's Resident Coordinator System (RCS) in Togo is responsible for coordinating UN development support aligned with national priorities to achieve the 2030 Agenda. This role is part of an essential evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027, contributing to transparency, results, and adaptive learning.
Job Purpose
This consultancy focuses on evaluating the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 in Togo. The purpose is to assess the UNSDCF's contribution to sustainable development outcomes, human rights, gender equality, and risk management within the Togolese context. The role will analyze the UN's capacity to adapt programming to institutional constraints and socio-economic vulnerabilities. A key objective is to examine the implementation of transformative gender equality and rights-based approaches, the integration of inclusive governance principles, and progress in ensuring no one is left behind. The findings will inform the development of future cooperation frameworks and enhance the UN's effectiveness in supporting Togo's development goals.
Responsibilities
The consultant will evaluate interventions related to Priority 3 of the UNSDCF, focusing on governance capacity building, access to rights and justice, security, social cohesion, and partnerships. This includes assessing the relevance and effectiveness of UN initiatives in strengthening governance within a context of transformations and challenges. The role involves providing contextual insights into the functioning of UN initiatives. Key deliverables include an initial report with a preliminary analysis and evaluation plan, a preliminary findings report, and a final evaluation report (maximum 60 pages excluding summary and annexes). The consultant will work under the supervision of the International Consultant and in collaboration with national consultants and UN representatives.
Work Experience
A minimum of 5 years of proven professional experience is required in development actor engagement, strategic advocacy, and coordination of multisectoral, humanitarian, or development projects. Experience in contributing to governance and peace/security program evaluations is essential. A solid understanding of Togo's political and institutional context, including recent governance trends, reforms, and initiatives in security, resilience, and social cohesion, is also required.
Skills
Proven experience in development actor engagement, strategic advocacy, and project coordination. Expertise in data collection and analysis. Knowledge of UN programming principles, CEDAW, and SDGs. Experience in evaluating governance and peace/security programs. Strong understanding of Togo's political and institutional context. Familiarity with inclusive governance, citizen participation, and anti-corruption principles is desirable. Ability to conduct consultations with diverse stakeholders respectfully.
