Organizational Context
The UN Secretariat's Resident Coordinator System (RCS) in Togo is undertaking an evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027. This framework is the cornerstone of the UN-Government partnership, aligning UN support with national priorities to achieve the 2030 Agenda. The evaluation is crucial for learning and informing future cooperation documents.
Job Purpose
The purpose of this role is to lead and conduct a comprehensive evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 in Togo. The incumbent will be responsible for the overall quality and coherence of the evaluation, managing the team, and ensuring robust methodologies are applied. This role contributes to promoting transparency, achieving results, and fostering adaptive learning within the UN system to support the 2030 Agenda in Togo. The evaluation will assess the UNSDCF's contribution to sustainable development, human rights, gender equality, and the UN's adaptability to national contexts.
Responsibilities
Lead the evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 in Togo. Ensure the quality and coherence of the evaluation process and its deliverables, including the initial report, preliminary findings, and final evaluation report. Manage the work and timeline of the evaluation team, providing independent leadership and expert guidance. Mentor national team members in adopting robust evaluation techniques. Oversee the analysis of the UNSDCF's contribution to sustainable development, human rights, gender equality, and the UN's adaptive capacity. Ensure recommendations are clear, applicable, and address the principles of human rights, gender equality, and leaving no one behind.
Work Experience
A minimum of 7 years of proven professional experience in conducting evaluations or reviews of programs and results within international organizations is required. At least 5 years of significant experience in applying results-based management and evaluation procedures is necessary. Experience in data collection and analysis, knowledge of the UN system, and managing multidisciplinary teams are also required.
