Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) in Nairobi is seeking a Programme Coordination Expert to support its Somalia Programme. This role contributes to the implementation and monitoring of durable solutions for displacement-affected communities, aligning with UN-Habitat's mandate to promote sustainable urban development and adequate housing for all.

Job Purpose

The Programme Coordination Expert will provide essential support for the effective implementation of UN-Habitat's Somalia Country Programme, focusing on integrated durable solutions programming. This role is crucial for ensuring aligned programme design, coordination, implementation, and monitoring and evaluation of initiatives aimed at addressing the needs of displacement-affected communities. By working under the direct supervision of the Head of Programmes and collaborating closely with project teams, the expert will contribute to advancing durable solutions through inclusive governance, improved access to basic services, strengthened livelihoods, and sustainable urban development interventions, ultimately enhancing the profiling of the Durable Solutions Portfolio within Somalia.

Responsibilities

The Programme Coordination Expert will lead the day-to-day management of Durable Solutions Programmes and project activities, ensuring smooth implementation and timely task alignment among partners and stakeholders. This includes close coordination with UN partners and the Durable Solutions and Community Engagement Expert to maintain a coherent UN-Habitat approach. The role involves monitoring progress, analyzing implementation challenges, and proposing corrective actions. Responsibilities extend to managing Agreements of Cooperation with implementing partners, contributing to planning, execution, and reconciliation of direct implementation activities, and resolving operational issues. The expert will also coordinate planning, budgeting, and reporting processes, facilitate coordination among implementing partners, technical teams, and government actors, and support the drafting of Terms of Reference for consultants. Field missions for guidance and reporting, budget coordination, and support for donor and government communication, including Project Steering Committee sessions, are also key duties. Technical support for Durable Solutions Programming and visibility activities are also expected.

Work Experience

A minimum of five years of progressively responsible experience in project coordination or a related field is required. Experience in managing complex, multi-partner, and multi-sector projects, particularly in migration, durable solutions for displacement, crisis response, or urban management, is essential. Prior experience in Somalia with UN agencies or similar institutions, and experience working with government counterparts and local authorities, are desirable.
