The Economic Commission for Latin America and the Caribbean (ECLAC), a regional commission of the UN Secretariat, is based in Mexico City. This role supports ECLAC's mandate on subregional integration and economic development, responding to a technical assistance request from the pro tempore presidency of SICA.
Job Purpose
This consultancy aims to produce a comprehensive study on the current economic situation and future prospects for economic and social development in Central American countries. The findings will enable ECLAC to formulate regional priorities, forming the basis for a strategic, politically viable agenda to reactivate regional integration within SICA in the short and medium term. This initiative directly addresses the "development traps" of low growth, high inequality, and weak institutional capacity, promoting a more productive, inclusive, and sustainable future for the region. The work will provide robust empirical analysis to support decision-making for regional development initiatives.
Responsibilities
The consultant will develop a research protocol, including objectives, methodology, and a work plan. They will create a roadmap for a regional integration agenda in Central America. Key duties involve collecting and analyzing current and recent socioeconomic data for Central American countries and the region. The consultant must produce a study detailing the economic and social development status and outlook, conduct a foresight exercise on development prospects, and propose strategic regional priorities for integration. Additionally, the role includes organizing a workshop to present findings and incorporating feedback from supervisors.
Work Experience
A minimum of 7 years of experience is required in areas related to Central American regional integration or similar fields. Experience should demonstrate a strong understanding of the subject matter and the ability to deliver timely, high-quality analysis.
