Organizational Context
The United Nations Mine Action Service (UNMAS), within the Department of Peace Operations (DPO) in New York, works to eliminate the threat of mines and explosive remnants of war. UNMAS operates under UN legislative mandates from the General Assembly and Security Council, supporting mine action coordination and operational responses globally.
Job Purpose
The Finance and Budget Officer is responsible for managing and overseeing the financial and budgetary aspects of UNMAS operations. This includes the preparation and finalization of medium-term plans and budget proposals, ensuring alignment with legislative mandates and departmental submissions. The role involves detailed analysis of cost estimates, resource requirements, and financial implications for Security Council statements. Additionally, the officer administers and monitors budget implementation, extra-budgetary resources, and financial reporting from implementing partners, ensuring compliance with UN regulations and policies. The position also involves providing expert advice and training on budgetary matters to staff and representing UNMAS in relevant inter-departmental meetings.
Responsibilities
Key responsibilities include the preparation and finalization of medium-term plans and their revisions, ensuring legislative mandates are accurately translated into program budgets. The role involves reviewing, analyzing, and finalizing cost estimates and budget proposals for staff and non-staff requirements, including those for peacekeeping operations, and assessing financial implications for Security Council statements. Budget administration duties encompass issuing allotments, authorizing sub-allotments, managing and monitoring budget implementation, and recommending fund reallocations. The officer will monitor expenditures, administer extra-budgetary resources, supervise grant management in UMOJA, and prepare budget performance reports, analyzing variances. Furthermore, the role includes providing advice and training on budgetary policies, participating in inter-departmental meetings, researching and recommending changes to budgetary procedures, acting as a Certifying Officer, ensuring system integrity, and supervising the work of the section.
Work Experience
A minimum of seven years of progressive experience in finance, administration, budget, or business administration is required. Essential experience includes working with international organizations' budgetary procedures, trust fund management, budget preparation, resource planning, and monitoring budget implementation. Proficiency with financial systems, ERP modules like SAP, and managing donor agreements or extrabudgetary resources is also required. Experience with client representation is desirable.
