Organizational Context
The Office of the High Commissioner for Human Rights (OHCHR) in Honduras aims to strengthen its capacity to monitor, document, and analyze cases related to extractive projects, businesses, human rights, and environmental issues. The role supports the implementation of OHCHR's strategy to enhance the technical skills of state institutions in preventing and addressing social conflicts over land, territory, and the environment.
Job Purpose
This consultancy aims to bolster OHCHR Honduras's capabilities in monitoring, documenting, and analyzing cases concerning extractive projects, corporate impacts on human rights, environmental concerns, and social conflicts over land and territory. The role will contribute to enhancing the technical expertise of state institutions in preventing and addressing these issues, ensuring compliance with international human rights standards for indigenous peoples, environmental protection, and sustainable development. The consultant will support OHCHR's strategy to increase knowledge and skills within relevant state bodies, particularly in areas of environmental licensing, natural resource management, and the oversight of extractive activities, aligning them with international human rights obligations.
Responsibilities
Develop a comprehensive work plan with specific objectives, expected results, methodology, and timelines. Monitor and document emblematic cases of human rights violations affecting indigenous peoples, Afro-Hondurans, campesinos, internally displaced persons, and human rights defenders. Document cases related to extractive projects, businesses, human rights, environment, climate change, and land/territory conflicts. Analyze and support OHCHR's advocacy and technical assistance efforts with the State to address human rights and environmental impacts from extractive business activities. Provide analysis and support for OHCHR's engagement with indigenous peoples, local communities, and human rights defenders to protect and recognize their rights. Conduct at least three field missions to analyze violations of human rights legislation and international standards. Support institutional and legal reforms for environmental licensing processes with SERNA and provide technical assistance to the Supreme Court, Executive Branch, and National Congress on land, territory, and environmental matters.
Work Experience
Previous experience working with human rights defenders, community leaders, indigenous peoples, and Afro-Hondurans is required. Experience within the UN System is desirable. Experience in monitoring and documenting human rights situations related to indigenous peoples, Afro-Hondurans, campesinos, and local communities, particularly concerning business and human rights or extractive projects, is essential.
Skills
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and communication tools. Experience in conducting research and producing analytical reports on human rights violations. Knowledge of human rights instruments and mechanisms, especially concerning economic, social, cultural, and environmental rights. Experience collaborating with state institutions and civil society organizations. Proven skills in planning, management, conflict resolution, communication, and teamwork.
