Organizational Context
This position is within the Office of the United Nations High Commissioner for Human Rights (OHCHR) Regional Hub for East and Southern Africa, located in Addis Ababa, Ethiopia. The Administrative Officer reports to the Regional Representative, with oversight from the Programme Support and Management Services in Geneva.
Job Purpose
The Administrative Officer is responsible for overseeing and coordinating a wide range of administrative functions to ensure the efficient operation of the OHCHR Regional Hub. This includes managing human resources activities such as recruitment and onboarding, ensuring consistent application of UN rules. The role also involves leading the implementation of the work program, managing budgets and financial resources effectively, and ensuring compliance with UN financial policies. Additionally, the officer oversees procurement, travel, vendor contracts, office space, and technology needs, providing guidance and leadership to junior staff and contributing to the overall effectiveness of the hub's operations.
Responsibilities
Key responsibilities include Human Resource Management, coordinating recruitment, onboarding, performance appraisals, and staff well-being, ensuring adherence to UN rules. In Budget and Finance, the role involves leading work program implementation, managing financial resources, improving budget reporting systems, ensuring financial controls align with UN policy, and providing guidance on financial administration. General Administration duties encompass overseeing procurement, billing, travel programs, vendor contract management, assessing office space adequacy, managing office technology needs, and maintaining equipment and systems. The officer also provides guidance and leadership to junior staff.
Work Experience
A minimum of five years of progressive experience in administration, finance, accounting, or human resources management is required. Experience in providing administrative and HR support, managing budgets, and implementing UN administrative/financial policies is also necessary. Experience with ERP systems like Umoja and data analytics is desirable.
