Organizational Context
This position is within the Office of the United Nations High Commissioner for Human Rights (OHCHR) Regional Hub for East and Southern Africa, located in Addis Ababa, Ethiopia. The role reports to a Programme Management Officer and operates under the overall guidance of the Regional Director. The primary focus is on the implementation, monitoring, and evaluation of programmes and projects within an assigned functional area.
Job Purpose
The purpose of this role is to contribute to the effective implementation, monitoring, and evaluation of programmes and projects within the OHCHR Regional Hub for East and Southern Africa. The incumbent will provide substantive support for programme development and execution, ensuring alignment with organizational priorities and outcomes. This includes analyzing project progress, identifying challenges, and proposing solutions. The role also involves coordinating operational and administrative aspects, supporting recruitment and onboarding, and preparing various written outputs. Additionally, the position requires conducting research, analyzing data, and supporting consultative meetings and field missions to ensure successful programme delivery and achievement of objectives.
Responsibilities
Key responsibilities include participating in the development, implementation, and evaluation of programmes and projects, monitoring their progress, and ensuring alignment with strategic priorities. The role involves analyzing programme development and implementation, identifying issues, and proposing corrective actions. Operational and administrative coordination is crucial, encompassing verification of payments, travel arrangements, and logistical planning. Support for recruitment processes, consultant onboarding, and workspace planning is also required. The position entails conducting research, analyzing diverse information sources, designing data collection tools, and interpreting findings. Preparing written outputs such as background papers and analyses, and providing substantive support for meetings and conferences are essential duties. The role may involve leading or participating in field missions, offering operational support, and coordinating budget and funding activities, including preparing relevant reports.
Work Experience
A minimum of five years of progressively responsible experience in project planning, programme management, or administration is required. Experience in human rights or social work is desirable, as is experience with results-based management.
