Organizational Context

The United Nations Environment Programme (UNEP) is the leading global environmental authority. This consultancy supports the "Paraguay +Verde" project, funded by the Green Climate Fund, aimed at reducing CO2 emissions through sustainable forest management and conservation. The role is within the Project Execution Unit (UEP) of the "Paraguay +Verde" project.

Job Purpose

The purpose of this consultancy is to develop an institutional web platform for the visualization, consultation, and dissemination of information generated by the Safeguards Information System (SIS) for Paraguay's Ministry of Environment. The platform must adhere to accessibility, usability, and communication clarity standards, aligning with technical guidelines. The consultant will also participate in stakeholder meetings and contribute to project planning. This initiative strengthens transparency and accountability for REDD+ mechanisms, supporting Paraguay's commitments to the UNFCCC and the "Paraguay +Verde" project objectives.

Responsibilities

Develop an institutional web platform for visualizing, consulting, and disseminating Safeguards Information System (SIS) data, ensuring accessibility, usability, and clear communication aligned with Ministry of Environment technical guidelines. Create a work plan and proposed design structure, including a module for user feedback. Design a web prototype with UX/UI, wireframes, and defined sections. Develop a beta version of the web platform, implementing indicator visualization, query panels, and a feedback module, integrating with the SIS database or APIs. Deliver a final report including the validated platform, technical and user manuals, training reports, source code delivery, and maintenance recommendations.

Work Experience

Required: 2 years of experience in developing web platforms, institutional portals, or information visualization systems, including dashboard design. Experience in developing responsive web interfaces for various devices, ensuring functionality and accessibility. Desirable: Experience integrating web platforms with databases, APIs, or web services; UI/UX design experience; experience with public sector projects or environmental systems.
