Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support advisory services across the UN Secretariat, including field missions and regional commissions. The Support Partnerships Service (SPS) within DOS coordinates and maintains relationships with key partners like regional organizations and governments to facilitate operational support. This role sits within SPS and reports to the Chief of Service.
Job Purpose
The Senior Programme Management Officer will lead the development, implementation, monitoring, and evaluation of cooperation and partnership initiatives, particularly those supporting Security Council Resolution 2793 (2024) through UNSOH. This involves overseeing and coordinating partnership activities with regional organizations, UN entities, Member States, and other external partners to ensure effective operational support delivery aligned with UNSOH's mandate. The role requires directing program/project development, implementation, and assessment, identifying and addressing issues, and liaising with relevant parties. It also includes coordinating cooperation on major partnership-based operational support initiatives, ensuring gender mainstreaming, directing research and evaluation, and preparing various written outputs. The officer will act as a coordinator for complex operational support issues, participate in policy development, and manage outreach and training activities.
Responsibilities
The Senior Programme Management Officer is responsible for the timely completion of outputs for the Support Partnerships Service. Key duties include leading the development, implementation, monitoring, and evaluation of cooperation and partnership initiatives, especially those supporting Security Council Resolution 2793 (2024) via UNSOH. This involves overseeing and coordinating partnership activities with regional organizations, UN entities, Member States, and external partners to ensure effective operational support. The role requires directing program/project development and implementation, reviewing documents, identifying issues, and proposing solutions. It also entails strengthening cooperation with external partners, ensuring gender mainstreaming, directing research and programme evaluation, and preparing various written outputs like reports and studies. The officer will coordinate complex operational support issues, participate in policy development, manage outreach and training, lead field missions, and coordinate budget and funding activities. Additionally, the role involves serving as a spokesperson, establishing collaborations, and supervising staff.
Work Experience
A minimum of ten years of progressive experience in project or programme management is required. Essential experience includes leading multi-disciplinary teams, supporting mandates in field operations, establishing strategic partnerships, managing support programmes, contributing to crisis response, and negotiating multi-stakeholder arrangements. Experience in drafting policy briefings and reports is also required. Experience liaising with Permanent Missions or regional organizations in a field location is desirable.
Skills
Professionalism, accountability, client orientation, building trust, and judgment/decision-making are core competencies. Specific skills include identifying strategic/operational issues, coordinating partnerships, producing reports, applying UN regulations, leadership in planning and management, negotiation, and gender mainstreaming.
