Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), a regional commission of the United Nations, contributes to the economic and social development of the region. This Senior Programme Management Officer role is within the Programme, Planning and Operations Division, reporting to the Director, and supports the design, monitoring, and evaluation of public policies and advisory services.
Job Purpose
The Senior Programme Management Officer, reporting to the Director of the Programme, Planning and Operations Division, is responsible for developing, implementing, and evaluating strategies for fundraising extrabudgetary resources for technical cooperation projects. This includes donor negotiation, proposal formulation, and administrative actions for resource receipt. The role directs subordinates in programme/project development, monitoring, and assessment, ensuring gender mainstreaming, coordinating policy development, and overseeing research and evaluations. The officer also manages outreach activities, leads field missions, coordinates budget and funding activities, serves as a spokesperson, and ensures effective staff supervision and development, including data analysis for planning and reporting.
Responsibilities
Develop, implement, and evaluate fundraising strategies for extrabudgetary resources, including donor negotiation and proposal formulation. Direct programme and project development, monitoring, and assessment, identifying and addressing priorities and issues. Ensure gender mainstreaming in all planned actions. Coordinate policy development, review assessments of trends, and oversee research and studies. Lead survey initiatives, guide data collection instrument design, and analyze responses. Supervise the preparation of various written outputs, including reports and publications. Provide substantive support for meetings and conferences. Manage outreach activities, conduct training workshops, and deliver presentations. Lead field missions and provide guidance to consultants and government officials. Coordinate budget and funding activities, ensuring accurate reporting. Act as a spokesperson and establish partnerships. Ensure effective staff utilization, supervision, and development, including mentoring and performance evaluation. Lead data collection and analysis efforts for informed planning and decision-making.
Work Experience
A minimum of ten years of progressively responsible experience in project or programme management, administration, or a related area is required. At least five years of experience in resource mobilization and administration of programmes and projects within an international organization is mandatory. Experience in data analytics, working with international organizations, ERP systems, and resource mobilization focused on Latin America and the Caribbean are desirable.
