Job Purpose
This consultancy aims to provide specialized technical expertise for the revision of the State Solid Waste Plan of Rio de Janeiro (PERS-RJ), specifically focusing on non-urban solid waste streams. The consultant will contribute to the production, analysis, and consolidation of technical inputs for the diagnostic phase of waste streams within the PERS-RJ framework. This involves developing an updated diagnosis, defining scenarios, and formulating strategies, actions, targets, and implementation instruments. The role supports the broader project of strengthening urban resilience and promoting sustainable urban development in Rio de Janeiro State, aligning with national and international agendas.
Responsibilities
Develop and implement a Technical Work Plan for the consultancy. Contribute to the Technical Diagnostic of the PERS-RJ, focusing on non-urban waste streams (industrial, healthcare, construction, agricultural, transport, mining, commercial/service). Conduct diagnostic analyses of these waste streams, including generation, characterization, flows, treatment, disposal, and institutional arrangements. Identify and characterize environmental liabilities and critical situations. Produce technical inputs on the sustainability of management systems. Provide technical support to social participation processes. Liaise with data analysis and georeferencing teams. Ensure technical quality and consistency across deliverables. Maintain organized files and data. Present intermediate outputs and participate in technical meetings and missions as required.
Work Experience
A minimum of eight years of professional experience in urban solid waste management, diagnosis of urban cleaning systems, sectoral planning, or related technical consultancies in Brazil is required. Proven experience in preparing or reviewing waste management plans or territorial diagnostics is necessary. Experience in institutional coordination and supporting participatory processes is also required. Experience with international organizations is desirable.
Skills
Strong analytical and technical writing skills. Organization and time management. Ability to communicate with multidisciplinary teams. Familiarity with databases and territorial evidence, including GIS, is desirable. Professionalism, planning, organization, communication, and teamwork competencies are essential.
