Organizational Context
This position is within the Office of the High Commissioner for Human Rights (OHCHR) in Monrovia, Liberia, reporting to the OHCHR Liberia Representative. The role is crucial for managing OHCHR's programmatic support to Liberia's national transitional justice process, involving project implementation, monitoring, and evaluation.
Job Purpose
The Human Rights Officer is responsible for managing OHCHR's programmatic support to Liberia's national transitional justice process. This includes overseeing project implementation, monitoring, and evaluation, and providing technical support and strategic advice to government, civil society, and other stakeholders on establishing victim-centred justice mechanisms. The role involves providing legal advice, monitoring human rights compliance, analyzing data for early warning and policy, drafting reports, integrating human rights into peace and development planning, advising UN leadership and national authorities, and fostering partnerships for equality and accountability.
Responsibilities
Key duties include leading the monitoring of human rights and international humanitarian law implementation, ensuring follow-up on recommendations from human rights mechanisms. The officer will manage the collection, verification, and analysis of human rights data to support early warning and decision-making, ensuring data quality and a gender-sensitive, inclusive approach. Responsibilities also encompass preparing analytical papers for strategy development, designing and delivering capacity-building programs for various stakeholders, and ensuring human rights mainstreaming in political, peace, humanitarian, and development frameworks. The role involves providing technical assistance on justice and security sectors, advising civil society and UN leadership on human rights integration, promoting transitional justice processes, managing fundraising activities, and coordinating team activities, including hiring and training.
Work Experience
A minimum of 7 years of progressive experience in human rights or related fields (e.g., political affairs, international relations, law, development) is required. Experience in designing and delivering capacity-building programs, integrating a human rights-based approach, and ensuring gender equality is essential. Knowledge of international criminal law is also required. Programme management skills are desirable.
Skills
Professionalism, strong analytical and data interpretation skills, ability to integrate gender perspectives, effective communication (written and verbal), and accountability are essential. Specific skills include designing and evaluating capacity-building programs, applying a human rights-based approach, knowledge of international criminal law, and programme management.
