Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. Its Ecosystems Division focuses on ecosystem-based solutions. This role is within the Nature Frameworks Support Unit, supporting Peru's participation in the Convention on Biological Diversity (CBD) negotiations.
Job Purpose
This consultancy aims to strengthen Peru's technical and strategic engagement in the upcoming Conference of the Parties 17 (COP17) by providing evidence-based inputs. The role involves a comprehensive analysis of negotiation outcomes from SBSTTA-28 and SBI-7, focusing on key issues like IPBES assessments and resource mobilization. The ultimate goal is to prepare well-informed proposals for Peru's national positions, ensuring its participation is technically sound, strategically aligned, and effectively articulated in international environmental policy discussions.
Responsibilities
Analyze and technically review official outcome documents from SBSTTA-28 and SBI-7, specifically focusing on the work program of IPBES and matters related to resource mobilization and the financial mechanism. This includes examining associated documents and information notes, particularly three strategic studies on debt sustainability, safeguards in biodiversity finance, and the link between biodiversity and climate finance. Develop strategic, substantiated proposals for Peru’s potential negotiation positions for COP17, covering these priority agenda items and any related themes. Present detailed findings and proposed positions to the Ministry of Environment of Peru (MINAM) team.
Work Experience
A minimum of six years of relevant professional experience in environmental policy, finance, economics, or investment projects is required. Experience in international negotiations related to multilateral environmental agreements, development entities, or international financial instruments is necessary. Experience in financial and/or economic analysis is also required. Supporting national participation in CBD processes is desirable.
