National Consultant for Early Warning for All in Vanuatu
Organizational Context
The United Nations Office for Disaster Risk Reduction (UNDRR) coordinates global efforts to reduce disasters and ensures synergies among disaster reduction activities. As the focal point in the UN system, UNDRR guides, monitors, and reports on the Sendai Framework. The Early Warnings for All (EW4All) initiative aims to protect everyone with early warning systems by 2027. This role supports Vanuatu's participation in EW4All.
Job Purpose
This consultancy aims to support Vanuatu in developing a comprehensive, multi-hazard Early Warning for All (EW4All) national roadmap. The consultant will assess existing early warning and early action systems, identify gaps, and propose actionable recommendations for improvement. The role involves extensive stakeholder engagement, data collection through interviews and surveys, and the development of a costed roadmap. The ultimate goal is to enhance Vanuatu's capacity to protect its population from hazardous events through effective early warning systems, ensuring alignment with national priorities and facilitating the validation and endorsement of the roadmap.
Responsibilities
The consultant will conduct comprehensive stakeholder mapping and desktop reviews to identify key actors and existing frameworks related to Early Warning Systems (EWS) across four pillars: risk knowledge, observation/monitoring, dissemination/communication, and preparedness/response. They will design and implement interviews, surveys, and consultations to gather information on needs and gaps in Multi-Hazard Early Warning Systems (MHEWS). Based on this analysis, the consultant will develop a costed roadmap with clear actions and timelines to address identified weaknesses. This roadmap will be refined and validated through a national workshop. Additionally, the consultant will support national authorities in the validation and endorsement process of the Vanuatu EW4All roadmap, ensuring its alignment with national priorities.
Work Experience
A minimum of five years of experience is required in disaster risk management, anticipatory action, resilience, or public administration. Experience in organizing training and capacity-building workshops, particularly in the Pacific region, is desirable. Proven experience in drafting strategic planning documents, reports, and conducting stakeholder consultations is also necessary.
