Organizational Context
The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster reduction efforts globally. It guides, monitors, and reports on the Sendai Framework, supporting national and regional implementation. UNDRR works with diverse partners to reduce disaster risk and increase awareness, emphasizing people-centered, accessible early warning systems.
Job Purpose
This consultancy aims to design and install a disability-inclusive, flag-based early warning system in the Solomon Islands. The role will enhance the capacity of key stakeholders to implement and sustain these systems, ensuring that early warnings are accessible, useful, and actionable for persons with disabilities. The initiative seeks to integrate gender and disability considerations into disaster management practices, addressing the challenges of field implementation and improving the safety of vulnerable populations during disasters.
Responsibilities
The consultant will provide project management and administrative support for the design, implementation, and monitoring of the flag-based early warning system. This includes coordinating with partners, testing and developing the system model, and providing technical support for its design and installation. The role involves facilitating capacity-building sessions on inclusive early warning systems and disaster management, working closely with the National Disability Forum of Solomon Islands (NDFSI) to enhance their capacity. Additionally, the consultant will support coordination with various stakeholders, including UN agencies, national organizations, and the private sector, and will be responsible for programme management, reporting, and developing case studies and communications.
Work Experience
A minimum of 10 years of experience is required in project management, early warning systems, disaster risk management, resilience, or public administration, specifically within the context of Solomon Islands. Experience working with relevant national and sub-national stakeholders in Solomon Islands is essential.
