The United Nations Secretariat, Department of Peace Operations, specifically UNMAS Ukraine, seeks a consultant to enhance its strategic framework and direction for mine action training. This role will be based in Kiev, Ukraine, and will operate under the Senior Mine Action Advisor to the Resident Coordinator. The consultancy is expected to run from July 2026 to March 2027.
Job Purpose
The purpose of this consultancy is to provide specialized expertise to UNMAS Ukraine to develop and implement a comprehensive strategy for mine action training. This involves conducting a needs assessment, mapping current capacities, identifying gaps, and developing a strategic framework aligned with national and UN objectives. The consultant will create concept notes, donor proposals, and new training courses and curricula. The ultimate goal is to strengthen the coherence, accountability, and effectiveness of mine action training delivery in Ukraine, enhancing the capacity of national mine action actors and improving operational efficiency. This role directly contributes to UNMAS Ukraine's mission of supporting effective mine action and human capacity development.
Responsibilities
The consultant will undertake desk reviews, remote consultations, and technical analysis to assess mine action training needs and capacities in Ukraine. This includes reviewing programme documents, operational plans, donor requirements, and national mine action frameworks. The consultant will develop a technical training needs assessment and mapping report, followed by a draft UN Ukraine mine action strategy focused on technical skills gaps. Key deliverables include developing new training courses and curricula, creating concept notes and project documents for immediate training needs, and producing a summary report with recommendations. The role also involves facilitating technical coordination with national authorities, UN entities, donors, and implementing partners, and providing input on best practices and lessons learned to enhance UNMAS Ukraine's operational planning and programming.
Work Experience
A minimum of 15 years of established expertise in technical training, particularly in weapons and explosive ordnance destruction, with a focus on mine action, humanitarian operations, peace operations, stabilization, or security-sector support is required. Demonstrated expertise in mine action and EOD operations, including knowledge of international standards (e.g., IMAS), is essential. Experience working with Ukrainian national mine action authorities is also required. Knowledge of Ukrainian National Mine Action Standards is desirable.
