The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. The Multilateral Fund (MLF) for the Montreal Protocol supports developing countries in phasing out ozone-depleting substances and hydrofluorocarbons. The Fund Secretariat, administered by UNEP, is located in Montreal.
Job Purpose
This consultancy aims to conduct a desk study evaluating the contribution of HCFC phase-out management plans to developing policies, regulations, and national strategies for Montreal Protocol compliance and sustainable achievements. The findings will identify and promote best practices for project design and implementation, fostering an enabling institutional context for successful initiatives. The role involves analyzing project documentation, preparing an inception paper, synthesizing data, drafting a comprehensive desk study, and presenting findings. The consultant will also prepare a final draft incorporating feedback and potentially outline terms of reference for a second phase if recommended.
Responsibilities
Collect, review, and analyze relevant project and policy documentation submitted to the Executive Committee and internal Secretariat documents. Prepare an inception paper detailing the methodological design to address the study's scope and evaluation questions. Synthesize collected data and develop an advanced draft of the desk study. Consolidate supporting data, figures, tables, infographics, and data collection tools for annexes. Present findings and discuss the draft with the Senior Evaluation Officer and relevant Secretariat staff. Prepare the final draft of the desk study, integrating feedback from the SEO, Secretariat staff, and stakeholders, ensuring core analysis is supported by factual evidence. Address specific evaluation questions and, if applicable, draft an inception paper for a potential second phase.
Work Experience
A minimum of ten years of professional experience in the evaluation and/or implementation of Montreal Protocol and its Multilateral Fund-related projects and programmes is required. Experience with low-GWP alternative technologies is desirable. Familiarity with implementing agency modalities and national ozone units is also desirable.
Skills
Excellent analytical and drafting skills. Knowledge of evaluation methods. Familiarity with gender-sensitive evaluation is desirable.
