Organizational Context
The United Nations Environment Programme (UNEP) seeks an Air Quality Specialist to support the Secretariat of Urban Environment, Water Resources, and Environmental Quality of Brazil's Ministry of Environment and Climate Change. This role advances an integrated climate and air quality approach for Short-Lived Climate Pollutant (SLCP) mitigation efforts in Brazil, contributing to national policy frameworks and governance processes.
Job Purpose
The Air Quality Specialist will provide crucial technical support to Brazil's Ministry of Environment and Climate Change, focusing on integrating climate and air quality strategies for SLCP mitigation. This involves contributing to the Clean Air and Climate Plan, supporting data analysis, policy development, and capacity building to ensure SLCP reduction measures yield tangible air quality and health benefits. The role also facilitates coordination with the Climate and Clean Air Coalition (CCAC) Secretariat, fostering collaboration and engaging national stakeholders in relevant CCAC initiatives. The specialist will play a key part in strengthening Brazil's institutional capacity and advancing its super pollutant commitments within the framework of the CCAC Country Action Accelerator.
Responsibilities
Provide specialized technical support to integrate air quality and health considerations into sectoral policies and enhance knowledge and capacity for SLCP mitigation actions. Advance the integrated climate and air quality agenda by supporting air quality policy, data alignment, and implementation of the Clean Air and Climate Plan. Support Brazil's collaboration with CCAC and achievement of air-quality-related goals under the Brazil CCAC Accelerator. Offer technical guidance on the links between air pollution, climate change, and health, ensuring SLCP actions maximize benefits. Collect and analyze relevant data, identify policy gaps, and support the design of a national integrated climate and air quality platform. Provide technical inputs for air quality policies and initiatives, particularly in the transport sector. Prepare technical documents, guidelines, training materials, and knowledge products. Organize and deliver workshops and training events. Support air quality discussions within the Brazil SLCP governance structure and contribute to technical and progress reports.
Work Experience
A minimum of five years of progressively responsible professional experience in air quality, environment and health, emissions management, or atmospheric sciences is required. Demonstrated experience in providing technical support for policy development and implementation, data analysis, and project delivery related to air quality or climate change is essential. Experience in preparing technical and knowledge products is also required.
Skills
Advanced analytical, technical drafting, facilitation, and training skills. Experience in policy development and implementation, data analysis, and project delivery. Knowledge of Brazil’s policy and institutional context related to air quality and climate change. Understanding of short-lived climate pollutants, air pollution, climate change, black carbon, and health dimensions of air quality.
