SLCP Resource Mobilization Specialist
Organizational Context
The United Nations Environment Programme (UNEP) seeks an SLCP Resource Mobilization Specialist to support Brazil's Ministry of Environment and Climate Change (SQA/MMA) and its SLCP Unit. This role is crucial for developing and implementing a resource mobilization strategy for Brazil's Short-Lived Climate Pollutants (SLCP) agenda, covering sectors like agriculture, transport, waste, and energy, aligning with national policies and the CCAC Accelerator goals.
Job Purpose
The purpose of this role is to provide technical and strategic support for resource mobilization to Brazil's SLCP agenda, specifically for the Ministry of Environment and Climate Change (SQA/MMA) and its SLCP Unit. The Specialist will develop and implement a comprehensive resource mobilization strategy, identify and engage with national and international donors and partners, and prepare funding proposals and concept notes for priority SLCP initiatives, including the Clean Air and Climate Plan for SLCP Reduction. This position aims to strengthen the financial sustainability, scale-up potential, and financing readiness of Brazil's SLCP efforts, ensuring alignment with national policy and the objectives of the CCAC Accelerator, thereby contributing to integrated climate and air quality solutions.
Responsibilities
Develop and implement a resource mobilization strategy for Brazil's SLCP agenda, including specific strategies for the Clean Air and Climate Plan. Map and maintain an overview of potential national, bilateral, multilateral, philanthropic, and private sector funding sources. Monitor donor priorities, funding cycles, and calls for proposals, advising on strategic opportunities. Prepare and coordinate concept notes, project proposals, donor briefings, and other resource mobilization materials. Coordinate with government bodies, partners, and stakeholders to consolidate inputs for proposal development. Identify and advance strategic partnerships with donor agencies and financial institutions. Promote alignment of resource mobilization efforts with national policy frameworks, including Brazil's Climate Plan and NDCs. Support the presentation of Brazil's SLCP agenda in meetings and events with donors and partners. Prepare donor mapping summaries and funding opportunity trackers. Contribute to strategic inputs and reports on donor engagement, proposal development, and achieved results. Support scaling up CCAC-supported initiatives through donor engagement and South-South cooperation.
Work Experience
A minimum of three years of progressively responsible professional experience in resource mobilization, donor engagement, fundraising, partnership development, or project development is required. Demonstrated experience in identifying funding opportunities and preparing proposals, concept notes, and donor briefs is essential. Experience engaging with bilateral, multilateral, philanthropic, and/or public funding partners is necessary. Experience in resource mobilization for climate change, air quality, or environmental programs is desirable, as is experience working with government institutions or international organizations.
