Job Purpose
This role is pivotal in leading the design, development, and formulation of strategies, policies, and governance frameworks for the UPU's physical services remuneration systems. The incumbent will provide authoritative advice on remuneration matters, manage and modernize these systems, and ensure their integration with evolving postal sector trends. Key responsibilities include leading complex studies, moderating negotiations, representing the UPU in international forums, and ensuring the effective secretariat support for UPU bodies overseeing remuneration governance and integration. The role also involves managing the operational aspects of remuneration, including the implementation of new systems and the phase-out of older ones, while coordinating closely with internal and external stakeholders to foster cooperation and achieve strategic objectives.
Responsibilities
Lead the design and formulation of strategies, policies, and governance frameworks for physical services remuneration systems, focusing on modernization and integration. Provide expert advice to senior management and other departments on remuneration matters. Initiate, plan, and coordinate projects and activities through subordinate managers and experts. Oversee the delivery of work assigned by Congress to the Council of Administration (CA). Analyze trends impacting the postal sector and develop plans to adapt remuneration systems. Conduct complex studies, moderate negotiations, and manage cross-functional activities. Represent the UPU in international meetings concerning remuneration. Provide secretariat support to relevant UPU bodies, including the CA Committee on Remuneration Governance and the POC Standing Group on Remuneration Integration. Manage operational aspects of remuneration systems, including the publication of rates and the implementation of new parcels remuneration systems while phasing out the Inward Land Rate System. Coordinate with internal departments (e.g., DPRM, DOP, DCDEV, DAJ) and external stakeholders, including member countries, designated operators, and third-party suppliers. Manage the unit's budget and ensure efficient resource allocation. Lead and develop the team, setting objectives and fostering a collaborative environment. Provide guidance on complex technical, political, and governance remuneration issues.
Work Experience
A minimum of 10 years of experience with UPU remuneration systems is required for candidates with an advanced university degree. For those with a first-level university degree, at least 12 years of relevant experience in UPU remuneration systems is necessary.
