Organizational Context
UN-Habitat, the United Nations Agency for Human Settlements, promotes sustainable urban development globally. This consultancy supports a project in Dahab City, Egypt, funded by the Islamic Development Bank, aimed at improving livelihoods through urban development interventions and enhanced governance. The role focuses on transforming local resources into investment opportunities.
Job Purpose
The purpose of this consultancy is to develop a digital investment portal and private sector partnership mechanisms to stimulate local economic growth in Dahab City. This involves identifying and assessing investment opportunities, creating market-ready proposals, and designing an integrated digital platform. The role also focuses on establishing clear procedures for attracting private sector engagement through standardized contract templates, ensuring compliance with Egyptian regulations. Ultimately, the consultancy aims to enhance the governorate's capacity to attract capital, foster job creation, and support comprehensive economic development through practical digital solutions and effective capacity building for local staff.
Responsibilities
Develop a methodology for identifying and assessing investment opportunities within Dahab City and the Governorate, transforming local assets into viable proposals. Create standardized templates for opportunity data and comprehensive Investment Profiles for a digital platform. Design and develop the "Investment Portal," integrating it with the Governorate's website and the national "Invest in Egypt" platform, ensuring seamless data updates and technical compatibility. Design mechanisms and procedures for offering investment opportunities and engaging the private sector. Collaborate with legal consultants to develop standardized contract templates supporting various investment types, ensuring compliance with Egyptian laws. Propose flexible business and partnership models to ensure economic returns and investor incentives. Prepare operational manuals documenting system procedures and the portal's technical operation. Assess training needs and conduct workshops to build staff capacity in managing the platform and preparing investment opportunities.
Work Experience
A minimum of 2 years of experience in investment promotion, business development, public-private partnerships (PPP), or digital platform management is required. Experience in identifying investment opportunities, structuring business models, and developing partnership contracts is essential. Experience with international organizations or local government agencies is desirable.
