Organizational Context
This position is within the Staffing, Diversity and Outreach Section (SDOS) of the Human Resources Management Service (HRMS) at the United Nations Office at Vienna (UNOV) and UN Office on Drugs and Crime (UNODC). The Human Resources Assistant reports to the Human Resources Officer leading the Staffing Team and works under the overall guidance of the Chief of SDOS, contributing to staffing and outreach efforts.
Job Purpose
The Human Resources Assistant serves as a strategic business partner to hiring offices, managing the end-to-end staffing process from vacancy advertisement to onboarding. This includes supporting assessment development, facilitating job postings, verifying applicant eligibility, and conducting reference checks. The role also involves supporting outreach initiatives to promote diversity, particularly gender parity and geographical distribution, by organizing events and delivering webinars. Additionally, the incumbent maintains HR databases, prepares reports, provides guidance on staffing policies, and assists with onboarding processes, including compensation, benefits, and travel arrangements, ensuring efficient and compliant recruitment operations.
Responsibilities
Manage the full recruitment cycle, acting as a business partner to hiring offices, from vacancy advertisement to onboarding. Support hiring managers in developing assessments and ensuring quality assurance for the UN testing platform. Facilitate job opening advertisements, maintain recruitment case files, and determine applicant eligibility, including conducting reference checks. Oversee compliance reviews and candidate selection. Drive outreach efforts to enhance diversity, focusing on gender parity and geographical distribution, by engaging with counterparts and representing the organization at events and webinars. Monitor diversity metrics and implement appropriate measures. Maintain HR databases, generate reports, and prepare necessary documentation. Conduct research on HR issues and assist in policy development. Provide guidance and responses to stakeholders on staffing processes and HR matters. Facilitate staff onboarding by verifying references, determining compensation and benefits, preparing appointment offers, and arranging travel. Advise staff on procedures and entitlements during onboarding and separation. Serve as a focal point for salary, allowance, and entitlement issues. Train junior staff and assist with data collection, analysis, presentation, and reporting for knowledge management and decision-making. Update information materials and perform other related duties.
Work Experience
A minimum of seven years of progressively responsible experience in human resources management or a related field is required. This is reduced to five years for candidates with a first-level university degree. Several years of recent recruitment experience are essential. Experience in offer management, staff onboarding, and working with ERP systems for recruitment is desirable, as is experience within the UN system or a similar international organization.
