Organizational Context
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is implementing a technical cooperation project focused on strengthening the capacity of transport policymakers. This project aims to improve public transport infrastructure and services in peri-urban areas by utilizing digital technologies for demand-responsive and shared mobility. The role supports this initiative in Mongolia.
Job Purpose
The National Consultant for Mongolia will play a crucial role in supporting ESCAP's project to enhance resilient and inclusive mobility policies and plans in peri-urban areas. This involves coordinating inception meetings, collecting and analyzing local data on resilient rural-urban and active mobility plans, and supporting the Regional Consultant's assessments on digital transformation and its labor force implications, with a focus on women's employment. The consultant will also facilitate national stakeholder consultations and capacity-building workshops to identify challenges and strengthen stakeholder capacity. Ultimately, the role contributes to the co-development of a local resilient and inclusive peri-urban mobility plan enabled by digital technologies, building upon existing ESCAP knowledge products and local policies.
Responsibilities
Coordinate the project inception meeting and fact-finding mission in Ulaanbaatar. Support the Regional Consultant in establishing the Technical Advisory Group. Collect and analyze local data for the Regional Consultant's assessment reports on resilient mobility plans and digital technology utilization. Assist in analyzing the labor force implications of digital transformation, focusing on employment opportunities for women in digital mobility services. Support national stakeholder consultations and capacity-building workshops to identify challenges and enhance stakeholder capacity for improving peri-urban mobility, resilience, and social inclusiveness. Initiate and co-develop a local resilient and inclusive peri-urban mobility plan using digital technologies, in collaboration with local authorities and the Regional Consultant, building on existing ESCAP guidelines and policies.
Work Experience
A minimum of 5 years of experience working on development projects, with a focus on sustainability, transportation, or related fields like energy, climate finance, or environmental management. Demonstrated experience in data collection and developing technical reports. Proven ability in organizing national and regional meetings and workshops. Experience collaborating with national and local government stakeholders on policy development is essential. Ability to work effectively in multi-country teams is required.
