Organizational Context
This position is within the Office of the United Nations High Commissioner for Human Rights (OHCHR) Regional Hub for the Middle East and North Africa, located in Beirut, Lebanon. Job Purpose
The Administrative Officer is responsible for overseeing and coordinating a wide range of administrative functions to ensure the efficient operation of the OHCHR Regional Hub. This includes managing human resources activities such as recruitment and staff well-being, ensuring compliance with UN rules and procedures. The role also involves leading the implementation of the work programme, managing budgets, and ensuring financial resources are utilized effectively and in line with the Programme Budget. Furthermore, the officer is responsible for improving budget reporting systems, maintaining financial controls, and providing guidance on financial administration. General administration duties encompass procurement, travel, vendor management, office space, and technology needs, all contributing to the smooth execution of the hub's mandate.
Responsibilities
Human Resource Management: Coordinate recruitment, onboarding, performance appraisals, staff well-being, and training, ensuring adherence to UN rules and procedures. Budget and Finance: Lead work programme implementation, manage financial resources according to the Programme Budget, and improve budget reporting systems for cost-effective resource utilization. Ensure accounting and financial management controls align with UN policy. Provide guidance on financial administration and management information to colleagues and junior staff. General Administration: Oversee procurement processes, billing, income receipt, travel programs, and vendor contract management. Review office space adequacy and technology needs, including equipment, software, systems, and connectivity. Perform other related administrative duties as required.
Work Experience
A minimum of five years of progressive experience in administration, finance, accounting, or human resources management is required. Experience in providing administrative and HR support, managing budgets, and implementing UN administrative/financial policies is necessary. Experience with ERP systems like Umoja and data analytics is desirable.
