Organizational Context
This Programme Management Officer position is based in the OHCHR Regional Hub for the Middle East and North Africa, located in Beirut. The role is within the Global Operations Division and reports directly to the Regional Representative.
Job Purpose
The Programme Management Officer will support the development, implementation, and evaluation of assigned programmes and projects within the OHCHR Regional Hub. This involves monitoring progress, analyzing project data, identifying challenges, and proposing solutions. The role includes conducting research, assisting in policy development, and preparing various written outputs such as reports and background papers. Additionally, the officer will provide support for meetings and conferences, conduct training, and coordinate budget and funding activities. A key aspect is collecting and analyzing data to provide insights for planning and decision-making, utilizing data visualization methods to enhance reporting and presentations.
Responsibilities
Key responsibilities include participating in the full lifecycle of programme and project management, from development and implementation to evaluation. This involves monitoring progress, analyzing project performance, and reviewing relevant documentation to identify and address issues. The role requires liaising with stakeholders, tracking follow-up actions, and conducting consulting assignments to facilitate change management through workshops and action planning. The officer will research and analyze information from diverse sources, contribute to policy development, and conduct surveys. Preparing written outputs like reports and studies, supporting meetings, and undertaking outreach activities such as training are also crucial. Field missions, guidance to consultants, and coordination of budget and funding activities are part of the role, alongside data collection and analysis for informed decision-making and reporting.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related field is required. Experience with Performance Monitoring Systems and reporting to donors on expenditures is desirable.
