Organizational Context
The UN Secretariat's Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters in Mexico aims to improve evidence-based policymaking in economic, social, and environmental spheres for North Latin America and the Caribbean. This consultancy supports ECLAC's Work Plan, specifically 2026-SP11-ADV-3, by addressing the critical issue of labor informality in Guatemala.
Job Purpose
This consultancy aims to produce a comprehensive study on labor informality in Guatemala. The study will delve into the typologies of informality, analyze their root causes and implications for labor rights, social protection, and decent work conditions, aligning with ILO standards. A key objective is to identify and propose viable public policy alternatives to reduce informality levels. The consultant's expertise will be crucial in developing actionable strategies to address this significant challenge, contributing directly to the Ministry of Labor of Guatemala's request for continued technical assistance and ECLAC's mandate.
Responsibilities
The consultant will conduct a detailed study on labor informality in Guatemala, focusing on three main blocks. Block 1 involves reviewing international and national concepts of informality, developing a pragmatic and measurable typology, and performing statistical characterization and analysis of these types across population groups and economic sectors. Block 2 requires analyzing the primary causes and implications of each informality type within the Guatemalan context, using methodologies like problem trees or theory of change to identify key public policy issues. Block 3 focuses on diagnosing and proposing alternatives to reduce informality, drawing from international best practices and analyzing their costs and benefits in Guatemala, culminating in specific policy recommendations and implementation strategies.
Work Experience
Ten years of experience in public policy analysis, particularly in labor, fiscal, or social policies, is required. Specific experience in labor issues, especially the analysis of informality, is necessary. Prior work experience in countries within the North of Latin America subregion is desirable.
Skills
Expertise in public policy analysis (labor, fiscal, social), analysis of labor informality, data collection and analysis, strong communication skills, teamwork, and ability to deliver timely information. Fluency in Spanish is required; basic English is desirable.
