National Consultant PAGE Morocco Finance and Climate Risk
Organizational Context
The United Nations Environment Programme (UNEP), specifically its Economics and Finance Branch, supports countries in advancing sustainable finance frameworks. This role contributes to the Partnership for Action on Green Economy (PAGE) in Morocco, reinforcing national capacities for green and climate-resilient finance within UNEP's "Finance and Economic Transformation," "Nature," and "Biodiversity" programmes.
Job Purpose
This role serves to support the Government of Morocco in integrating climate risk considerations into national investment and financing frameworks. The consultant will develop analytical inputs, coordination outputs, and knowledge products, contributing to a national diagnostic study, stakeholder consultations, and the pilot application of a climate risk assessment methodology. The work aims to build national capacities for green and climate-resilient finance, supporting UNEP's broader objectives and the implementation of PAGE in Morocco. The outcomes are intended to inform future scaling of these approaches across Moroccan financial institutions.
Responsibilities
Key responsibilities include collecting relevant data and national documents for study preparation. The consultant will conduct a diagnostic study of FM6I's current climate practices and review best practices from other Moroccan financial institutions, considering the national context for developing an ESG strategy integrating climate risks. This involves reviewing and substantially contributing to draft diagnostic studies and methodologies prepared by an international consultant, providing modifications and comments. The role also entails facilitating monthly progress meetings with UNEP and PAGE Morocco, managing stakeholder communication, and organizing consultations with FM6I for study revisions. Additionally, the consultant will organize training for FM6I staff on climate risk integration and oversee the pilot implementation of the methodology on at least three investment projects, producing a comprehensive report.
Work Experience
A minimum of five years of progressively responsible experience is required, including in-depth knowledge of Morocco's economic and financial dynamics, regulatory context, and sustainable development/climate risk issues. Professional experience in producing relevant analysis for the financial sector, particularly for institutional investors, is desired. Experience in designing and delivering training on climate risks is also preferred.
