National Consultant; For the delivery of training workshops on Alternative Low-GWP Substances and Energy Efficiency in the RAC Sector for Peru
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. Its Law Division supports environmental policy implementation and capacity development. As an Implementing Agency for the Montreal Protocol, UNEP's OzonAction Branch assists developing countries with treaty compliance. This role supports a pilot project in Peru to enhance energy efficiency and adopt low-GWP refrigerants in the RAC sector, aligning with the Kigali Amendment.
Job Purpose
This role serves to enhance national capacity and awareness within Peru's Refrigeration and Air Conditioning (RAC) sector regarding the adoption of energy-efficient technologies and low-Global Warming Potential (GWP) refrigerants. The consultant will facilitate coordinated actions and stakeholder training to promote a more sustainable RAC sector. The purpose is to strengthen the regulatory framework, technical capabilities, and information mechanisms necessary for integrating energy efficiency and low-GWP refrigerants, ensuring coherence with the HFC phase-down under the Kigali Amendment. The consultant's expertise is crucial for ensuring project activities align with national regulations, existing capacities, and country priorities, ultimately contributing to the sustainability of project outcomes and local capacity building.
Responsibilities
The National Consultant will provide technical and strategic support to promote low- or zero-GWP refrigerants and enhance energy efficiency in Peru's RAC servicing sector. Key duties include updating and optimizing the RAC sector's energy efficiency curriculum with training modules and guidelines; developing and disseminating technical guides for technicians and practical guides for end-users on verifying energy performance; designing and implementing training workshops for trainers, technical instructors, and industry stakeholders (importers, wholesalers, distributors) on energy efficiency, fault diagnosis, and low-GWP alternatives. The consultant will also provide technical assistance for energy diagnostics and improvement plans to end-users, support the organization of a National Seminar on energy efficiency and low-GWP alternatives, and develop promotional materials for energy-efficient RAC equipment.
Work Experience
A minimum of 2 years of experience in the HVAC-R sector, including technical service, project development, or capacity building, is required. Proven experience in developing and delivering training workshops, implementing communication campaigns, and designing related materials, preferably in technical fields like refrigeration, air conditioning, or energy-efficient systems, is also required. Experience coordinating or implementing training programs for enforcement or technical personnel is necessary.
