Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides critical support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces, as well as technical assistance to the Organization of American States. The Director of Mission Support, based in Port-au-Prince (a non-family duty station), leads all logistical, administrative, and operational support functions, reporting directly to the Head of Mission.
Job Purpose
The Director of Mission Support (DMS) serves as the principal advisor to the Head of Mission on all logistical, administrative, financial, contractual, technical, and operational support matters. This role is crucial for enabling the effective implementation of UNSOH's mandate by ensuring efficient delivery of managerial, logistical, and administrative services. The DMS directly supports key operational areas for the Gang Suppression Force, including logistics, transportation, air operations, procurement, budgeting, finance, human resources, and communications. The position also involves providing technical assistance to the Organization of American States and overseeing exceptional medical evacuations for Haitian National Police and Armed Forces during joint operations. The DMS manages and is accountable for the effective administration of all UNSOH resources, ensuring compliance with UN regulations and policies, and plays a key role in the Mission Senior Management Team for planning and mandate implementation.
Responsibilities
The Director of Mission Support (DMS) acts as the primary advisor to the Head of Mission on all support functions, including logistics, administration, finance, and operations. Responsibilities include ensuring efficient delivery of services to support the mission mandate, with direct support to the Gang Suppression Force in areas like logistics, transportation, air operations, procurement, budgeting, finance, HR, and communications. The role involves providing technical assistance to the Organization of American States and managing mission support services for the UN Integrated Office in Haiti. The DMS is accountable for the administration of human, financial, and physical resources, ensuring compliance with UN regulations. Key duties include participating in the Mission Senior Management Team, liaising with national authorities, collaborating with partner organizations, optimizing resource allocation, driving digital solutions and innovation, developing work plans, implementing service optimization programs, establishing performance indicators, enforcing robust policies for financial and HR management, and supervising support staff. The DMS also represents UNSOH before legislative bodies and performs other assigned duties.
Work Experience
A minimum of 15 years of experience in human resources, administration, finance, supply chain, or logistics is required. Essential experience includes ensuring compliance with support regulations in decentralized environments, leading change management or innovation, supporting complex field operations in conflict/post-conflict settings, and managing cross-functional support teams for at least five years. Experience in establishing or liquidating missions, and developing strategic solutions using data for decision-making, is also required.
