Organizational Context
The United Nations Environment Programme (UNEP), through its Economics and Finance Branch, supports countries in advancing sustainable finance frameworks. This role, under the Partnership for Action on Green Economy (PAGE) in Morocco, aims to strengthen the enabling environment for green and climate-resilient finance. The consultant will collaborate with national entities to integrate climate risk assessment into investment processes, contributing to Morocco's climate and sustainable development objectives.
Job Purpose
This role's purpose is to support the Government of Morocco in developing and implementing a systematic approach for assessing and managing climate risks within national investment and financing strategies. The consultant will provide scientific, analytical, and international benchmarking support to generate actionable evidence and tools. The objective is to strengthen Morocco's capacity to integrate climate risks into investment decisions, particularly through a pilot application with the Mohammed VI Fund for Investment (FM6I). This initiative contributes to Morocco's transition to a green and resilient economy and supports UNEP's broader programs on nature, biodiversity, and finance.
Responsibilities
Develop a methodological and institutional framework for integrating climate risk assessment and management into national investment and financing processes. Conduct a diagnostic study and review international and national best practices relevant to Morocco's financial ecosystem. Propose practical approaches for integrating climate risks into investment evaluation. Design and deliver training sessions for government and financial institution representatives. Test the methodology through a pilot application with the Mohammed VI Fund for Investment (FM6I). Collaborate closely with a national consultant to ensure alignment with national policies and institutions. Provide scientific, analytical, and international benchmarking support to generate actionable evidence and tools for integrating climate risks into investment decisions.
Work Experience
Professional experience in producing relevant analysis for the financial sector, particularly for institutional investors, is desired. Experience working with governments or public financial institutions on sustainable finance, climate risk, or ESG frameworks is also desired. Experience in designing and delivering customized training and advice on climate risks is beneficial.
