Organizational Context
This position is within the Office of the United Nations High Commissioner for Human Rights (OHCHR) Regional Hub for Central and West Africa, located in Dakar, Senegal. The Administrative Officer reports to the Regional Representative, with oversight from the Programme Support and Management Services in Geneva. The role supports the operational functions of the regional hub.
Job Purpose
The Administrative Officer is responsible for overseeing and coordinating administrative, budgetary, financial, and human resource activities within the OHCHR Regional Hub in Dakar. This includes managing recruitment, staff well-being, performance appraisals, and ensuring compliance with UN rules and procedures. The role also involves leading the implementation of the work program, managing financial resources effectively, improving budget reporting systems, and ensuring sound financial controls. Additionally, the officer oversees procurement, travel, office space, and technology needs, providing guidance and leadership to junior staff to ensure efficient and cost-effective operations.
Responsibilities
Manage human resource activities, including recruitment, onboarding, performance appraisals, and staff well-being, ensuring adherence to UN rules. Lead the implementation of the work program, ensuring effective utilization of financial resources in line with the Programme Budget. Enhance budget reporting systems and optimize program resource utilization. Maintain accounting and financial management controls consistent with UN policy. Provide guidance and supervision on financial administration and management information issues. Oversee procurement processes, vendor contracts, and payments. Review office space requirements and manage office technology needs, including equipment, software, and systems maintenance. Provide guidance and leadership to junior staff.
Work Experience
A minimum of five years of progressive experience in administration, finance, accounting, or human resources management is required. Experience in providing administrative and HR support, managing budgets, and implementing UN administrative/financial policies is necessary. Experience with ERP systems like Umoja and data analytics is desirable.
